		<description>The NYPD have been reduced to armed metermaids. Solving crime, catching bad guys and making legitimate collars is a thing of the past. Now it&#039;s a game to see how many frivolous summons they can issue during the course of their shift (tour of duty). 
The NYPD claims they do not have quoatas but yet many officers say they have been threatened with demotion and transfers from their department for not being productive enough when it comes to issuing  tickets.</description>
