If this express lane won't re-open until 2012, how about alternating trains (every other train is local or express...since they seem to come in pairs every 15-30 minutes, the first could be express, the one behind it local). I'm going to print up a handful of copies and distribute them at the MTA Board meeting next Wednesday. Beyond this issue, it's a matter of dedicated streams of funding for transit improvements.
