Not sure what the taxi-related crime rate is, but this could help in certain situations. I agree that for a project this big, it wouldn't take a lot of extra money or effort to equip the GPS systems with nav & directions. Regarding potential technology breakdown, I have been in numerous taxis where the meter wasn't working. The taxi drivers always knew pretty precisely what my fare should be. I think they will get by in those situations. If they don't like it, they should go drive private limousines since there is almost no monitoring in that sector. In this day and age where information of all sorts is collected and analyzed by the government I don't think it's that crazy to think that there could be abuse of that system. Beyond that, unless that GPS provides a benefit to the driver as well as to the monitoring agency, there's going to be resistance. Make the GPS capable of giving the driver directions (which as I understand these won't do) would at least help convince drivers to accept the technology. I'd also be interested in learning how these systems are being paid for. As I remember that also is the driver's responsibility. I think the privacy concern is also legitimate.
