		<description>I think you&#039;ve got this one nailed. Saul is running for Congress, so he is practicing what Congress does best: opposing revenue measures, while failing to offer a realistic alternative.

As far as I know, Saul is a transit amateur; he was appointed to the MTA board as a political crony of Gov. Pataki, and he hasn&#039;t given it more than 15 minutes&#039; thought since he got there.</description>
