		<description>I wonder if Spitzer realizes that he actually &lt;I&gt;screwed&lt;/I&gt; the people he claimed he was trying to help — namely, everyday subway riders. The only people who pay the $2 base fare are tourists or infrequent riders. Are Spitzer and his advisers really that poorly informed, or was this just a cynical P.R. play?</description>
