Found it in this article. This was all I could dig up but I read a few more stories in the past about Congress supporting funding various absurd and obscure museums.

At least money is being spent on something most people in the city want and need. Not like the bridge to nowhere or a museum that celebrates the contribution of mules to society (not making that up).

Not all pork is unhealthy; I’m glad to see our people bringing home a little bacon for a worthwhile project.

Now Ted Stevens and his Bridge to Nowhere(TM) is another story altogether.
