Have you picked a favorite plan?  bearing in mind of course, any of the plans can be modified to suit, if I had to pick one as is, it would be the bridge tolls.

Most boneheaded:  license plate rationing. 1) Not a centb for transit, 2) a nightmare to implement and will sow mass confusion, 3) most wealthy suburban commuters will simply switch cars and not be impacted at all.  Utter crap.</description>
