		<description>Andrew - Speaking as a resident who uses a station (Roosevelt Island) with both elevators, escalators and stairs that descend greater than 100 feet below ground I absolutely agree that stairs should always exist as an alternative.  

At the same time they are not always a welcome alternative as it gives the powers that be the ability / excuse to say well they can live with the stairs for a bit while we get this elevator / escalator back on line.  For persons using canes etc or whose legs just dont work the way they used to stairs can be their own type of hell.

Again don&#039;t get me wrong for emergency purposes I still agree stairs must compliment the mechanicals.</description>

		<description>It is outrageous that stations such as 168th St on the 1 line have NO access except for elevators. If MTA can spend $1 billion on elevators that malfunction constantly, they can find room in the budget for stairs. No matter how long the climb, many passengers would use them. And in cases of emergencies and outages, their advantages are obvious. They ought to be mandatory.</description>
