		<description>In lean times, all government agencies get fewer revenues, and many have higher expenses. It's perfectly normal to run deficits during recession and then pay for them with growthtime surplus. If it's good enough for public health care systems, social security systems, and schools, it should be good enough for public transportation.</description>
