		<description>The project has real benefits: station rehabs, ADA compliance, the R/W–E connector, the Dey Street passageway, straightening out the A/C mezzanine, new entrances that can handle more passengers.

What they &lt;em&gt;didn&#039;t&lt;/em&gt; need was such an elaborate above-ground structure, and that&#039;s where all the problems have been.</description>

		<description>I never understood the specific &quot;need&quot; for this project in the first place. To me it just seemed like something nice to throw some recovery money at. Of course, now that we have two gaping holes on Broadway to add to all the other gaping holes and massive projects going on all over the area, I say just finish it already. These water projects started *before* 9/11 and were already making the area a mess. Now it&#039;s just... mayhem. Years and years of mayhem.</description>
