This Governor has essentially no power because he is unpopular and faces an uphill battle just to get the Democratic nomination in the next gubernatorial election. If there is one thing that Robert Moses established, its that politicians understand just one thing: power. If you have power, political and financial power and popularity among the voting masses, you can get politicians to do what you want them to do, and quickly. There is no Moses today and no politician in Albany (except maybe Shelly Silver) who can whipsaw these slugs to do the right thing. There is nothing the Governor can do to whipsaw these politicians and bureaucrats into bailing out the MTA.
