If Silver's original plan successfully goes through the assembly and the Senate is forced to vote on it, I suspect that the Fare Hike Four will flip-flop. No one wants to go on record as killing a progressive, environmentally friendly plan. Silver got away with killing congestion pricing because it was done off the books. If he hadn't unilaterally killed congestion pricing in a secret backroom deal we wouldn't be in this mess. He shouldn't be forgiven for that.
