		<description>You mean 2020? That&#039;s possible, but unlikely. If I&#039;m not mistaken, the full R160 order provides enough cars for scrapping all cars up to and including the R42s.</description>

		<description>Congestion pricing is an obvious answer.

The U.S. DOT is still committed to give the MTA $354 million upfront for implementing it.  Once implemented, it would generate $500 million a year.  That would fill in almost half of the $10 billion gap.</description>

I think the $6bn in MTA bonds is the funding that is supported by the payroll taxes and other funding from the bailout legislation.  The $600mm in asset sales/pay-go/other sources is a separate chunk of funding.
