I disagree a little. I think the stimulus could have achieved success through infrastructure spending on true shovel-ready projects that simply needed money. These projects were well past the shovel-ready stage and needed only money to cover deficits. That's a significant difference.

This shows the notion that a quick stimulus could be achieved through infrastructure spending was fallacious. With all the rules and procedures we have in place (quite rightly, to protect the public interest and public safety), it takes years to get infrastructure work moving, especially projects of any significant size. It can't be rushed. In hindsight, it was actually a smart move on Congress's part to devote so little of the stimulus to infrastructure spending.

That could be fixed easily by spending 10% on Operating Funds.
This is in part the reason why Obama signed the economic recovery operating funds legislation.
This is why we should be cheering TWU's 4%s.
Money goes into workers pocket and stimulate (local) economy faster than MTA project can.

It's understandable, but sad and frustrating. With the Fulton St project moving so slowly, it would have been an excellent opportunity to get it done. Oh well.
