Not sure what 96th St. advisory you're referring to - the 1 ran express from there all the way to 157th St. And trains were running through Fulton St. last weekend (except for the southbound A/C, due to replacement of the signals in the Canal St. area). Some transfers weren't available because some of the ramps were being replaced by temporary staircases. (And I'm surprised you haven't posted anything about the temporary staircases yet!)
