I assume there will be paper tickets, as are commonly used for shuttle buses. I highly doubt anyone forgot. There are only two out-of-system transfers in the system, and both were instituted to compensate for the loss of other transfers that were taken away when service was rerouted (the F to 63rd) or cut back (the G to Court Square). Now, I do wonder why the new South Ferry station doesn't include an enclosed transfer to Bowling Green. The two stations are very close! To my knowledge, there has not been a free transfer between the two stations since the Bowling Green-South Ferry Shuttle shut down in 1977...though one imagines that free transfers via MetroCard can be "easily" added with some simple programming steps (ala 59th Street/63rd Street transfer).
