		<description>If station mining is finished, station fitting-out will be finished; the return on investment from finishing at *that* point would be so great no mayor could resist it.

I do hope the station mining gets finished (note that finishing the *tunneling* does not guarantee finishing the *station mining* -- does anyone fancy an SAS which is missing its two intermediate stations?)</description>

		<description>Station construction is complicated, and contains a lot of things which have to be done one-after-the-other, not simultaneously.  Station construction will probably actually be the single thing controlling the opening date.</description>
