		<description>When Cuomo refers to something more equitable, one could &lt;em&gt;hope&lt;/em&gt; that he is referring to bridge tolls and/or congestion pricing. That actually &lt;em&gt;would&lt;/em&gt; be an improvement on the payroll tax.

Calibrating the tax to the amount of benefit a community actually receives from transit would be another. As presently designed, it’s an awfully blunt instrument, with relatively transit-poor counties paying the same percentage as New York City.

Lazio, in common with most Republicans, would no doubt prefer to repeal the tax outright, without replacing the lost revenue.</description>
