I thought the new traffic pricing plan did include congestion pricing, as those $5.33 ($7.50) arrows across ~60th street indicated.
The capital makes it likely for the MTA to pay for its scheduled $7.7 billion extension of the Second Avenue subway with three new stops in the East.
