Although I won’t receive this weekend’s service advisories until tomorrow afternoon, the MTA has given us a sneak peek at the weekend, and it ain’t pretty. According to the weekend service advisories, every line except for the M and the two Shuttle trains will be diverted this weekend. With 24 different advisories in place, shuttle buses will be running along parts of various subway lines in Manhattan, the Bronx, Brooklyn and Queens this weekend. According to Deirdre Parker, a spokesperson at transit, the agency is trying to wrap up major work on outdoor tracks “before snow, cold and high winds set in.” I’ll have more on this on Friday, but forewarned is forearmed.
Service Advisories
Ceci n’est pas une service change
On Saturday afternoon, I found myself waiting for the 2 or 3 train at Fulton St. I was waiting at the norther end of the platform when I espied the above sign hanging from a column. Both intrigued by it and somewhat confused by its necessity, I took a picture.
The north end of Fulton St., you see, is something of a dead end. There is an exit at that end of the platform, but it is open only during the weekend and does not allow a transfer to any of the other trains that stop by that busy station. Walking south brings a straphanger to the staircase that connect the 2 and 3 to the maze of tunnels that eventually lead to the IND (A/C), BMT (J/M/Z) and East Side IRT (4/5). Some day in the future, the N/R/W will be connected to rest of this confusing station as well.
Now, back to our sign. The thing about Fulton St. and the 4 is that, well, the 4 always stops at Fulton St. No matter the day, the hour, the week, the 4 train is one of the few trains that will always, no matter what stop at Fulton St. Over the weekend, the 4 had a service advisory in place. Due to communications cable work, all 4 trains were terminated at Bowling Green, and the 3 was providing service into Brooklyn. Passengers wishing to transfer from the 3 to the 4 or vice versa had to do sat Fulton St.
So I get it. The sign is there to guide passengers from wayward trains heading to or from Brooklyn back to the 4. Even though Fulton St. is covered with signs, even though this transfer is in effect no matter what, Transit wanted to make it easier for passengers traveling the route of this service change to make the connection.
There is but one problem, and while it’s a technical one, it’s a problem of communications nonetheless. The sign above does not depict a service change. At the top, in a blue strip designed to attract someone’s attention, the sign says “Service Changes,” and yet, it points the way to the normal path to the 4 train.
One of the many complaints disgruntled straphangers levy at the MTA concerns communications. With sub-par public address systems and myriad service changes every weekend, the MTA gets no credit for keeping its riders informed. In fact, the conductor of my 2 train failed to inform riders that the uptown A and C trains were bypassing Broadway/Nassau on Saturday. Had I not read my own service changes, I would not have known about this inconvenience until arriving at the platform a few twists and turns through the Fulton St. complex.
For casual riders, a sign saying “Service Changes” with an arrow and a 4 bullet will be confusing. It won’t make sense, and it will lead to head-scratching, questions and a less convenient commute. Transit and the MTA should be trying to make convoluted weekend subway trips easier, and although the intentions behind this sign are good, the execution is not.
Walder’s first day and weekend service advisories
A new era for the MTA begins on Monday morning. Jay Walder, fresh off the plane from London, will begin his stint at the MTA’s Chairman and CEO. He’ll begin the era by greeting passengers at Flushing-Main St. on the 7 line at 9 a.m. on Monday morning. That’s quite the way to begin a job.
Before Walder takes over, the MTA will roll out its buses for the Atlantic Antic. The Transit Museum will host its 16th Annual Bus Festival. The vintage bus fleets will occupy the expansive street on Boerum Place between State St. and Atlantic Ave. I’ve always enjoyed the old buses.

Weekend service advisories and work in the Rockaways
I’ll get to the weekend service advisories in a minute. Let’s head out to the Rockaways for a few paragraphs first.
Due to station rehabilitation work on the Manhattan-bound platforms at Beach 105th and Beach 90th Sts., those two stations are currently closed until December 21, 2009. The Far Rockaway-bound platforms at Beach 67th, Beach 44th and Beach 25th Sts. are closed until mid-January 2010.
According to the MTA, when those stations are through, the opposite platforms will close for rehab work. After those five stations are completed, Transit will get to work on Beach 60, Beach 36th and Beach 98th Sts. The final station rehab will be at Far Rockaway-Mott Ave. The authority has putt this seemingly random pattern in place to ensure that only alternate stations are closed. “Customers are never more than one station away from a fully-open station,” Transit said in a statement. The bad news is that these projects will often require full weekend shutdowns of either the Far Rockaway or Rockaway Park branch of the A train.
This $117 million rehab plan includes “new canopies over the stairs and platforms, redesign of the area around the station booth, renewal of mezzanine and platform floors, replacing platform edges and ADA tactile warning strips, the installation of vandal-resistant fluorescent lighting and a new, high-quality public address system. ADA elevators will be installed at the Far Rockaway-Mott Avenue station.” For stations on the periphery of the system, this work is badly-needed.

On 9/11 weekend, security concerns abound

As the eighth anniversary of the Sept. 11 terrorist attacks arrived on a gray and rainy Friday, our city’s attention again turned to security. The Times looked at ways in which we’ve put the attacks behind us a city, but not everyone felt confident that the city is safer than it was eight years ago. ABC News looked at subway security and came away alarmed.
Despite hundreds of millions of dollars allocated to create a state-of-the-art surveillance system for New York City’s subway system, the monitoring technology is still not in place and experts say the city’s underground transportation tunnels remain a leading and unnecessarily vulnerable target to terrorism eight years after the 9/11 attacks devastated the country.
“Terrorists, if they did surveillance, would know that security hasn’t really improved since 9/11,” said former national security officer Richard Clarke, now an ABC News consultant…
Four years ago, the MTA awarded a more than $200 million contract t Lockheed Martin to create a surveillance system to monitor NYC’s subway systems. The technology was supposed to be in operation last year, but it remains unimplemented as Lockheed Martin and the MTA are currently suing each other over the contract and all work has stopped.
The MTA has “already paid $250 to $300 million to Lockheed and the only thing they have to show for it is litigation, being in court,” said NYC Transportation Committee Chairman John Liu.
While Washington, Atlanta and other major cities have installed similar surveillance systems, New York police have had to add extra officers to patrol its subways as it awaits its own high tech system – a system that MTA Executive Director Katherine Lapp said would alert authorities so that “hopefully we can respond and hopefully prevent an attack from happening.”
This is, of course, not really breaking news to those of us who have followed the story. What is shocking though is the federal government’s response to it. Homeland Security Secretary Janet Napolitano basically had no idea that the MTA had suffered through costly delays in securing the system or was engaged in a lawsuit with Lockheed Martin. “I ride the subway, the mayor rides the subway, the vice mayor rides the subway,” she said to ABC. “So the overall safety of the subways is safe. Now are we there yet on technology? That I can’t comment to.”
Maybe cameras aren’t the way to secure the subway. Maybe increased police presence is all we need to deter any potential attack. But even now, eight years later, the MTA’s security measures remain a work in progress.

Upper Manhattan the focus of weekend changes
As people in Riverdale wonder what took so long for the MTA to fix known problems at 181st St. and bemoan the impact altered 1 train service has on their way of life, Upper Manhattan is again the focus of this weekend’s service changes. For the second weekend, both 181 St. and 168th St. will be closed for, respectively, repairs and inspection.
According to a release from New York City Transit, last weekend’s inspections revealed pockets of loose plaster, concrete and brick in what is called the extension part of the northbound platform. This is the section added after 1906 when the MTA started running longer train sets. Crews will be performing “stabilization work” in the area.
Because the nearest switch is a few stops away, 1 trains will again run in two sections. In lower Manhattan, trains will run from South Ferry to 137th St. In Northern Manhattan, trains will run from Dyckman St. to 242nd St. These two closed stations are among the deepest in the system, and the collapse at 181st St. raises questions of maintenance indeed.

White Plains Line (5) Express service suspended until November
As a service to those SAS readers who ride the 5 in the Bronx, an announcement: Due to signal modernization efforts at E. 180th St., Transit will be suspending 5 express service in both directions along the White Plains Line in the Bronx from now until Nov. 11, 2009. All trains will run local between the 3rd Ave./E. 149th St. station and the E. 180th St. station. Furthermore, during the afternoon rush, four northbound 5 trains that usually run to Nereid Ave. will terminate at E. 180th St. Transit urges riders to switch to northbound 2 trains at E. 180th St. or other Nereid Ave.-bound 5 trains.
Per the agency press release, “The three month suspension of express service is necessary in order to accommodate the ongoing $280 million East 180th Street Signal Modernization Project. The scope of work includes the reconfiguration of track, installation of new signal equipment, the construction of a new relay room and additional Automatic Train Supervision (ATS) functionality for the Dyre/White Plains Road line.” It’s another part of the piecemeal system upgrade that should one day allow for CBTC and OPTO trains on the IRT lines.
