From 6 a.m. to 7 p.m. Saturday, November 15 and Sunday, November 16, Bronx-bound 4 trains skip 170th Street, Mt. Eden Avenue, and 176th Street due to track repairs.

From 12:01 a.m. Saturday, November 15 to 5 a.m. Monday, November 17, uptown A, C and E trains skip Spring, 23rd and 50th Sts. due to pump room work at West 4th Street.

From 11:30 p.m. Friday, November 14 to 5 a.m. Monday, November 17, free shuttle buses replace A trains between 168th Street and 207th Street. Customers may transfer between the Broadway or Ft. Washington Avenue shuttle buses and the A train at 168th Street. There are no C trains between 145th Street and 168th Street. Customers should take the A instead, which runs local between 145th Street and 168th Street. These changes are due to tunnel lighting, structural and track work.

From 8:30 p.m. Friday, November 14 to 5 a.m. Monday, November 17, there are no G trains between Forest Hills-71st Avenue and Long Island City-Court Square due to N and R work (see below). Customers should take the E or R instead. – It’s the random no G train excuse generator.

This is a tale that began back in August of 2007 when a torrential rainstorm flooded the subway and left the city paralyzed. The MTA couldn’t communicate in real time to its passengers to alert them of the service outages, and millions of New Yorkers were left stranded.

A week after the flood, the MTA expressed interest in a text-message service advisory plan. Since then, we’ve heard bits and pieces about the plan. Exactly one year ago today, the MTA issued a Request for Proposals for a text-message alert system. In March, the MTA announced that these alerts would be “coming soon,” and in July, the agency said basically the same thing.

Now, according to the Queens Courier, the MTA may be set to launch this program by the end of the month. I’ll try to find out more about the shape of this project and any anticipated launch dates over the next week. It is a long time coming and will be a welcome development.

This is going to be some weekend in New York City.

We’re kicking things off tonight with one of the craziest nights of the year. When Halloween falls on a Friday, the city is in for a treat. At the stroke of midnight, the subways turn back into pumpkins as the myriad service alerts listed below go into effect. But it’s not a terrible weekend.

Meanwhile, on Sunday morning, the ING New York City Marathon hits the streets of the five boroughs, and the MTA has you covered. New York City Transit has released a a subway map of ideal viewing locations.

“We wanted to create a comprehensive guide that allows customers to easily navigate our system on the day of the race,” Paul J. Fleuranges, vice president of corporate communications at NYC Transit, said. “And we especially wanted to make marathon participants and their supporters aware that all of our downtown trains will be operating on their normal routes to Lower Manhattan.”

In 1986, the city embarked a renovation project of the Mahattan Bridge that would take 18 years. The bridge had to be repaired because the subway cars that rumble by the northern and southern sides of the bridge cause the structure to sway.

For 18 years, various parts of the bridge were closed. Sometimes, the N went through the Montague St. Tunnel. Other years, the B and D didn’t make across the bridge. The Q turned from yellow to orange and back to yellow again depending upon the state of renovations. For the last four years, as Brooklyn has undergone a population boom, the easy access over the Manhattan Bridge has been one of the driving forces behind this push.

This weekend, we’ll return to the glory days for the 1990s, if only for 53 hours. The bridge is due for its biennial inspection as the city has to make sure its fixes are holding. As such, service along the Broadway and Sixth Ave. lines as they cross the bridge is fairly wacky.

The Q and N are running local in Manhattan and are heading into and out of Brooklyn via the Montague St. Tunnel. After DeKalb Ave., the trains will run along the Brighton and Sea Beach lines, respectively, out to Coney Island. That’s the easy part.

The D meanwhile is all over the place. In Manhattan, the train will run in two section. First, it goes as normally would to 34th St. At 34th St., the D will run local along the R and into and out of Brooklyn via the Montague St. Tunnel. After DeKalb Ave., the D will run express to Coney Island. Meanwhile, a shuttle will operate between W. 4th St. and Grand St. There will be a quiz on this on Monday.

And now on to everything else.

I pulled off a rare feat yesterday afternoon. I missed the same train at two different stations ten minutes apart.

I had to get from the W. 4th St. area up to 83rd and Central Park West yesterday afternoon. The obvious way to go would be to take a B or C from the village to 81st St. As I walked down the ramp at W. 4th to the uptown platform, I just missed a C train. So I ambled down the stairs to the B/D/F/V area and just missed a B. Bad luck.

Hanging out on the mezzanine between the two platforms, I waited for the next train, and the A won that race. I thought perhaps I’d be able to cut the B off at 59th St. After all, the B makes four stops before 59th St. and generally sits at 7th Ave. until the signals clear. The A makes three stops before 59th St.

Well, as the A pulled into 59th St., the B was just leaving Columbus Circle. My gambit failed, and I managed to miss the same train at two different stations. Rare are the days when that happens.

Anyway, on to the weekend service alerts. Watch that West Side IRT. It’s a doozy.

So the City of New York and the MTA are in a little bit of a fight. Earlier this week, the MTA voted to bill city agencies for their E-ZPass use. This move could generate around $12 million in annual revenue for the cash-strapped transit authority.

The City, of course, objected to this deal, and the Mayor’s representatives on the MTA Board basically told the MTA not to expect any favors from the City any time soon. Well, it turns out that the MTA’s move this week wasn’t the first salvo in a billing war between the two agencies. As The Daily News reported today, the City charged the MTA $12 million for water, bus shelter maintenance and NYPD overtime hours.

So now that we’re all even, with the MTA’s billing the City for $12 million and the City’s billing the MTA for a similar amount, perhaps we can all just move on from this ridiculous scuffle, and figure out who should pay for these annoying weekend service advisories.
